Roger Bobb was born as Roger Marcellus Bobb at the end of 1967 in London, England, the United Kingdom to Guyanese parents. He was raised in Brooklyn, New York City, United States.

Roger has been active in the film industry since . He joined the Directors Guild of America's Assistant Director Trainee program. After that, he became associated with several New York independent film community and he worked there as its assistant director.

In the mid-1990s, he worked in an American police drama New York Undercover as its director. In , he directed an American crime drama film Cop Land.
